On the 1st April a new BIS directorate called Regulatory Delivery (RD) replaced the Better Regulation Delivery Office and the National Measurement and Regulation Office.
At the same time comes the news that there will be new regulations in 2017 to replace the 2014 Heat Network Billing Regulations. There will be a consultation in early 2017 to decide on a revised methodology for assessing the cost effectiveness of installing heat network metering as the original tool for this has been withdrawn since July 2015.
What do you need to do?
The 31st December 2015 deadline to complete a notification to the NMO (now RD) if you operate a heat network still applies so if you haven’t done this yet then you will still need to.
The 31st December 2016 deadline to install final customer heat metering where it is ‘cost effective to do so’ is not being enforced because of the withdrawal of the cost effectiveness tool so sit tight on this until the results of the consultation are available. Building level metering and metering for new builds must still be installed.
